This comes up frequently in parking. If the rule says 'all vehicles must be in a garage' for example, the fact that you buy a 3rd car or one that doesn't fit in your 2 car garage is not their problem, but yours. If your only car doesn't fit, that is also not their problem.
Now if they made a rule change without proper procedure or notice, that might be their problem.

NAL, but I imagine you would just convey the parking rule to them -- you aren't denying them a rental, but vehicles rules X are in place. Them complying with the car rule is on them.
I think the key here is when was the rule put in place. And if it’s a new rule did the board follow state laws and the master deed to incorporate it. If the rule has been in place for years or before this owner bought then the HOA is just following the already established rules.
No street parking but there is guest parking. But they tow overnight. They denied our application and said that an oversized car is not reason for a parking permit
Is this a new rule? Is it an amendment to the by laws? A new resolution? Did the owners have to vote to accept the new rule if this is a new rule? What does the master deed say about implementing new rules?

I still just sounds to me like you're so busy saying what if what if what if that you're unwilling to help your neighbors. I'm sure that it's safe to assume that you are not someone that can be counted on when the situation gets real.
Handing someone a strip of labels that have been printed off that roughly match the numbers of bedrooms and general setup of these homes is not something to get sued over. Being so dramatic makes you sound very sad.
Our HOA is almost completely broke because our last board president had a major spending spree and sold her house and ghosted us when the accounts were drained. While we could address this legally, the other board members have to want to do this and participate. That last board president changed management companies four times during her 3 years controlling the neighborhood including one month before she ghosted us. That property manager was a nightmare to work with but repeated non-stop that the past is in the past and other board members have bought it. Now we're a year and a half from that point in time and the operating funds plus the reserves are slowly being built back up, but we had spent almost 20 years collectively saving a half a million dollars to be left with less than a month's operating funds by that prior board president. We're due up for new roofing next year for the entire neighborhood. Each person on our board actively makes the effort to not waste money so that we can try to recover from the shyster that went crazy with her power over the neighborhood. I'm sure that if you were our board president, we would never get ahead.
How the heck did your president go on a spending spree?? Sounds like you have a totally mis-managed association. I was President our board for 5 of my 10 years and I could not spend any more that wasn’t budgeted for without the rest of the board vote and also I had no access to the check book which was managed by the management company to ensure the board properly voted on expenditures. Seems like something is wrong with your association
Property manager gets a call from a neighbor about a water leak that's coming out of the wall at a specific address. She calls me and asked me if I can go look at it and see if what she was told is accurate.

The property manager should have returned the Home Owners call and told them if they had a leak to shut off the water or whatever other steps that would temporarily resolve the situation.
This exactly. That is why you pay a management company. I was on the board almost 10 years, went through 4 management company’s and not 1 ever asked me to do their job. They always had a plan for emergency calls
