Me too but that's because this is a mistake that costs money! Bandwidth isn't cheap and 1GB per player per match adds up real quick....
I'd call it a patch since it's not fully fixed yet.
Only cause the issue came to light to the general public recently. There’s no way an issue like this wasn’t already known by the devs or managers. They just had it on low priority since it wasn’t easily visible, until now
Wouldnt call it quick, if this is been going on for so long and they are only just now fixing it because it was pointed out by users and pissing people off... thats not good.

I wonder if it’ll positively affect the menus taking a long time to show up?
Initial load is 32MB and it doesn't hammer the bandwidth going between menus. The Season 2 graphics also flicker less.

Anecdotally, menus DO feel faster post-match now. Initial load was always okay once things loaded, but post-match customization was a SLOG. Today it seemed better
I didn’t think of that. That’s a really good point that makes me think they really are trying but most likely have some serious internal issues going on there. I mean this is Halo, there has got to be some serious shit going on they wouldn’t let it die like this for absolutely no reason. It’s to much a money maker.

Why be so unreasonable? If you can look past your own emotions, you'll see how hurt you sound. Get a grip, the game won't die just because you want it too (which is a weird stance to have anyway IMO).
