That's the point of the joke right? All of these are programming languages except HTML (and SQL, though it is technically turing complete I think).

SQL is a programming language? You meant PL/SQL?
Pretty sure ANSI SQL is Turing complete
You can write some pretty complex code in SQL. There's usually no reason to do it that way though. Not good practice to bog your database server down running procedures. Generally when I'm using SQL, I'll use views and some small procedures to do database cleanup tasks and set different testing scenarios.
