In my experience board members oversee the committees but don’t actually participate as there are so many other things the board works on - hence the development of committees to take some of the load off the board. I wouldn’t get too hung up on it. If your association is anything like mine there aren’t many volunteers so you probably would have ended up with the same committee members anyway. Most outgoing boards quickly sign contracts etc to ensure their decisions are in place before a new board takes over.
